LT Charles William Bell, III is a U.S. Foreign Area Officer assigned to the Chief of Naval Operations in the Pentagon, Washington, D.C.  He coordinates strategic maritime dialogue for CNO Gilday for the Western Hemisphere. 

Previously at USPACFLT, he served as a theater construction engineer.  In Bahrain, he set up the first Society of American Military Engineers (SAME) chapter in the Gulf, coordinating with the American Chamber of Commerce, local businesses, and military services, and serving as president for the initial year.  He was vigorously involved with USCENTCOM's plan to build a Naval presence in Duqm, Oman. 

He holds a Master’s in Public Administration from Harvard Kennedy School of Government, and a Master's in Civil Engineering from New Jersey Institute of Technology. He is an avid athlete and a proud member of the Pacific Council on International Policy.
