In the wake of the harrowing terrorist attacks in Brussels last week, carried out by the so-called Islamic State, anxieties have intensified about the ability of the European Union to prevent mass killings. The attacks have highlighted the bloc's fragmented security apparatus and the inability of member-states to effectively share intelligence information. Analysts have cited the EU's open-border system, which allows European citizens to freely move between member-states, as a major element of this security dilemma.

Have terrorist attacks become an unavoidable part of life in an open European society? Can the EU's security apparatus prevent future mass killings from happening?
