Matt is the General Counsel to the Inspector General of the U.S. Department of State and provides legal, policy and strategic advice to the Inspector General and leads the Office of General Counsel. Matt joined the State Office of Inspector General in 2020. Immediately prior, Matt served as Chief Compliance and Business Integrity Officer for the Veterans Health Administration. His work led to the VHA receiving the Health Ethics Trust’s 2020 and 2019 Best Compliance Practice awards. He was appointed to the Senior Executive Service in 2016. In 2023, he was selected as a Rodel Institute Federal Executive Fellow.
Prior to his federal public service, Matt worked for over 25 years in the private sector focusing his work on global compliance, ethics, international trade, supply chain and business and human rights issues, with a special focus on East Asia and Europe. He served as Senior Vice President of Global Compliance and Ethics and Assistant General Counsel for a California based Fortune 15 Company. He served as Senior Advisor for Global Affairs for a senior member of Congress. He served as Senior Attorney for International Law for the largest specialty apparel importer in the United States. And he worked for a major U.S. and a major Japanese international law firm.
Prior to his professional career, Matt was awarded a Yale-China Teaching Fellowship at the Chinese University of Hong Kong where he taught for two years.
Matt holds a B.A. in History from Yale and received his J.D. with a focus on International Law at Harvard Law School.
