Kim Gagné is a Senior Counselor at the strategic communications firm APCO Worldwide, helping companies address complex legal, regulatory, policy and political challenges. He also serves as Executive Director of the European Cloud Alliance.

Before joining APCO, Kim spent twelve years in senior leadership and government relations positions at Microsoft, working across Europe, the Middle East, Africa and Asia. Kim previously was a Foreign Service Officer with the U.S. Department of State, serving in Haiti and Saudi Arabia and at the U.S. Mission to the European Union. Prior to his diplomatic service, Kim was a partner in a Washington, D.C. law firm specializing in white collar criminal defense and complex civil litigation, and was a law clerk to a judge at the U.S. Court of Appeals for the 11th Judicial Circuit.

Kim is Board Chairman of ID2020, a public-private partnership working on ethical, privacy-protecting approaches to providing identity credentials to the 1.1 billion people globally who can’t access essential services because they lack them. Kim recently spent a term as a Professor of the Practice at Middlebury College, where he serves as a Mentor in the undergraduate innovation program, MiddCORE.

Kim holds undergraduate and law degrees from Duke University, and an M.A. from Middlebury College. He is frequent commentator on technology-related policy issues.
