Allan Marks is a partner at Milbank LLP and one of the world's leading project finance lawyers. Allan advises corporations, private equity funds, institutional investors and lenders around the world in the development and financing of complex energy and infrastructure projects and related acquisitions, restructurings and capital markets transactions. He has special expertise in the power and renewable energy, water, transportation, telecommunications, airports, rail and ports sectors and advises clients on investments in clean hydrogen, energy storage, sustainable aviation fuel and other innovative green technologies.
Allan hosts the “Law, Policy & Markets: Milbank Conversations” podcast. He speaks and publishes on sustainability, infrastructure, renewable energy, cross-border transactions, foreign affairs, public-private partnerships, and economic and regulatory policy. Allan teaches at the University of California, Berkeley Law School and (earlier) Haas School of Business and has taught at the Universidad Panamericana in Mexico City and elsewhere. He was a credentialed delegate to the COP27 UN Climate Change Conference in Egypt and previously served as a USAID consultant in India.
Allan was the founding co-chair of the State Bar of California Real Estate Section’s Subsection on Public-Private Infrastructure and serves as a board director of the Colburn School, Street Symphony and other nonprofit organizations and on the MoveLA Executive Leadership Board.
Allan earned a BA in International Studies from The Johns Hopkins University and a JD from the University of California, Berkeley School of Law. He also studied in Vienna, Austria (where he interned at UNIDO’s Special Advisory Group on Energy) and in Freiburg im Breisgau, Germany (as part of the IES EU Program on Economic & Political Integration).
